   ### Expected behavior

   Vulkan initialization and normal Python process exit succeed.

   ### Actual behavior

   The query prints `True`, then the process exits with `0xC0000005`.
   The stack enters the NVIDIA driver from Vulkan device destruction during
   `LdrShutdownProcess`. A standalone Vulkan DLL with the same static-destructor
   pattern reproduces the crash; explicit cleanup before DLL shutdown succeeds.

   ### Environment

   - Windows 11, RTX 5060 Laptop GPU, NVIDIA 591.94; Intel integrated GPU also
present
   - TVM `ea0cfa320f`, `USE_VULKAN=ON`, Vulkan SDK 1.4.350.0
   - Python 3.12.13

   ### Steps to reproduce

   ```python
   import tvm
   print(tvm.vulkan(0).exist)
   ```

   ### Triage

   * needs-triage
   * type: bug
