Group TIRx buffer variables, loads, and region constructors in `tirx/expr.h`, and consolidate buffer-related types and their registrations in `tirx/type.h` and its implementation. Preserve the shared core `TensorRegion` representation and existing buffer semantics. Remove the unfinished generic `compose_op` builder, printer, registration, and dispatch surface.
