Place C++ dialect builders under their `script/ir_builder` directories and flatten the shared IR builder directory, keeping parser completion beside its TIRx builder consumer. Move shared primitive-expression and literal/type handlers into the IR printer layer while preserving dialect repr/frame behavior. Keep PrinterConfig parsing dialect-neutral by forwarding extension keys and registering dialect-owned prefixes before name allocation.
