Boolean `BitwiseNot` currently emits `~value`. C/C++ integer promotion produces incorrect scalar results, and CUDA vector boolean operands fail to compile. Lower boolean complement to a comparison with `false` in the shared C code generator, reusing each target’s existing elementwise comparison path. Integer complement remains unchanged. Add the regression to `test_target_codegen_bool.py`, using one kernel and NumPy oracle across C, LLVM, and available GPU targets, with scalar, 2-lane, and 4-lane coverage.
