This PR cannot be rebased onto current TVM because TIRx moved out of the TVM tree in #20803: `src/sym/int_set.cc` and `tests/python/sym/test_sym_intset.py` no longer exist in this repository, so there is no valid target for the change here.\n\nI migrated the fix to the new repository: **https://github.com/apache/tvm-tirx/pull/177**\n\n- Replaces the float `IntImm` construction with `prim::MakeConstScalar`.\n- Moves the regression test to `tests/python/sym/test_intset.py` and uses the current `ConstraintContext` / `BindingConstraint` API.\n- `git diff --check`, Python compile, `ruff check --select F,E9`, and `ruff format --check` pass; CI will run the native build/tests.\n\nClosing this PR as superseded by apache/tvm-tirx#177.
