Did you install usrp before trying to build gr-usrp?
usrp/firmware/include/Makefile.am installs usrp_spi_defs.h in ${prefix}/include
Using the
$ cd gr-build
$ ./for-all-dirs ../buildit
technique ensures that the separate pieces are built in a good order.
