Could this be the case:
Initial cvs checkout fails with the message: cvs [checkout aborted]: *PANIC*
administration files missing
You cannot create a cvs tree under a directory named "CVS". This is a
feature/bug of cvs. cvs expects to find certain administration files
under the CVS directory and will complain if they are missing.
