I haven't been able to find the standard anywhere, and I have the strong suspect it's not going to be available for free. Some detail is available here and there, but I could not find any detail about error correction bits.
You can find the information you are looking for in a book called "RDS: The Radio Data System", it is the book referenced by the RDS webpage. I got hold of it through my university library.... regards
