Other amateur radio equipment, including equipment that meets the definition of a software defined radio and that has software that is designed or expected to be modified by a party other than the manufacturer, will continue to be exempt from a certification requirement. However, as the Commission noted in the Cognitive Report and Order, certain unauthorized modifications of amateur transmitters are unlawful.
