A templating plug-in is under development that is currently being used to generate static HTML output. And as this would be realised as a single HTML file makes offline viewing of the documentation simple. If of interest I'd be happy to look into this. I'm neither a doxygen nor TiddlyWiki expert, but have access to the latter and might be a nice way to learn more about GNU Radio architecture.
