Hi Antti,

that's not what software defined radio is about: The RF hardware in your phone is, at least from the phone's point of view, not a software definable radio, but a fixed-purpose radio. You can't just tune the hardware anywhere and send the data there.

So, no, that's not something you could use GNU Radio for, unless you attach an SDR device to your phone – but frankly, that doesn't sound like it's something you want to do.
