I'm 100% certain you can generate a pure sinusoidal with the frequency modulator; I don't know the parameterization you used, or how you came to the conclusion that this is not the case, but I assure you that by reading the "Documentation" tab of the Frequency Mod block, and with a piece of paper and a little bit of math, you can achieve what you want.

    so, yeah, sounds like you want a source to generate these steps.
    In your case, what about using

    vector source (vector being range(10,21,1) ) --> repeat (repeat
    factor = duration of each step / sampling rate) --> frequency mod
    (sensitivity accordingly)

    I'd recommend you play around a bit!
