I haven't tried it myself, but I heard that scopy ships with a windows version 
of GNU Radio and they have nightly builds:

Hi,

It looks like the link for downloading gnuradio for windows in 
wiki<https://wiki.gnuradio.org/index.php/InstallingGR> is broken and the 
website is down. Is there anywhere other than Pothos that I can download 
gnuradio binary files for windows? I am having some problems with Pothos UHD 
drivers and I am trying to stay away from it.
