Hello Derek Thank you for your response I understand gr-satellite may not support GNU radio 3.9.
Since gr-satellite installation was not working for me I tried installing gr-osmosdr with the help of this https://osmocom.org/projects/gr-osmosdr/wiki/GrOsmoSDR#Devicespecification I got a similar error which I got in case of gr-satellite installation.
