The problem is that when I try to compile the module with 3.8 installed,
the CMAKE complains that it can't find 3.9.
When 3.9 is installed, the CMAKE complains that GRSwig is missing so I'm
a little lost if swig is not used...

Meanwhile gnuradio does not use swig but pybind.
If your OOT requires swig you have to go back to 3.8
