May be KDE or GNOME users are interested by such possibilities but the steppers who dislikes the NeXT look don't want that in my opinion…

For GNUstep on Windows yes, but it should really be avoided otherwise in my opinion.

I don't think it would be really beneficial for us.

What you are forgetting is other people like me ;-), who would like also a new theme probably very neutral (not really NeXTish) but with its own strong personality.
