Yep -- the dots represent arrows in either direction, which seems more iconic than just the bar that GNUstep currently has.
Not sure if this was the intention but only being able to grab at the corners can be annoying. A bar along the bottom (iconically marked or otherwise) costs some extra space, but it's nice for the common case when you just want to quickly add some more lines of display to a text window.
