For both. I myself usually use lower case for my file names, however I do a have large library collection that are in mixed case, so for example if I search for file names containing "yeats", I would like it to return filenames that contain "yeats" or "Yeats". As for contents sometime the word that I search for might be at the beginning of the sentence and sometimes not, that is why a non case sensitive search is good.
As for regex search, it is good for searches that can't be done with the searchtool right now. Foe example one might want to do a search for sales reports in the current year, but only for certain months, etc.
