Is it really?
All a _window_ manager has to do is _manage_ windows. That is, (create and) open them, move them around and (some way or other) minimize them. Ok, maybe also implement 'shading' (minimizing windows to just their titlebar). That's all.

Everything else, like a top-level Menubar, a Dock, a Workspace (the desktop background) can and should be handled by either different applications or maybe plugins (to the window manager), the latter preferably running as separate threads.

Im more inclined to simplify the desktop and build something
that can evolve while still being useful in the immediate term.

Plugins, then.
