That is the same approach of embedded GNUstep - not include everything historical or being too low level.

the technical details page on apple.com also say so.
What are they calling OS X? It can't be and it clearly doesn't seem to be the full Mac OS X, however, i don't know why should they mention such technical details if they were false,
since to 99.99% people Cocoa is only a brown and sweet stuff.

I am not really sure that he did say "Cocoa". But one slide clearly said "Core Animation". They might now focus on WIdgets/Dashboard and that has nothing to do with Cocoa. And, they might now define Core Animation + Widgets as the core of "OS X".
