nope, they are totally different things:
* Étoilé is a Desktop Environment based on GNUstep. so far not in stable
state. see www.etoile-project.org
* Camaelon is a theme engine. It is used by Étoilé and is hosted in
their repository, but can also be used independently. see

* Cairo is a graphic library (http://www.cairographics.org/), which can
be used by GNUstep for drawing. see
