Not sure what you are trying to do here, but you definitly don't want to
debug make, you want to debug the bootstrap-emacs.
Most likely you will want to send the following command:
EMACSLOADPATH=/usr/src/packages/BUILD/emacs/lisp LC_ALL=C gdb
../src/bootstrap-emacs -batch --no-site-file --multibyte -l autoload \
--eval "(setq generate-autoload-cookie
\";;;###cal-autoload\")" \
