That's normal behavior ... the application should launch the 'best'
application to display the help page, and fall back to displaying
within a panel only of no application exists to display it. The
MacOS-X documentation actually says that it launches the HelpViewer
application to display the help, but we have no such application in
GNUstep, so we used the normal display mechanism. Maybe we should
allow a user default to customise this behavior.
I added a new user default (called GSHelpViewer) to control the help
viewer application. I also changed the default case to look for
Viewer applications only, rather than any application able to open the
help file ... though I'm not sure if that's the correct thing to do
(maybe we'll want to change that back) as it's not clear whether we
should be able to open the help in an editor. Perhaps we want people
to be bale to edit/improve the help files of applications?
