It should be possible to get by this with somthing like;

while ! GWorkspace; do
    echo "GWorkspace.app died, restarting..."
done

but one might want to protect it against the workspace not starting at
all, preferrably so that an alert is shown and the session somehow
goes back to waiting for wm termination.
