Yeah, I am explicitly specifying the path with --with-ffi-include and --with-ffi-library. When I didn't, it reported that it couldn't find ffi, but now it's saying libffi "doesn't appear to be working." I've verified that the path is correct and libffi 3.0.10 is the current version installed...
