You only need add the directories, not the files inside these. For
example:

$(BUNDLE_NAME)_RESOURCE_FILES = Resources/Silver.tiff \
                                $(wildcard Resources/*.clr) \
                                $(wildcard Resources/ThemeImages) \
                                $(wildcard Resources/ThemeTiles)
