Which binaries did you install? where from? You are using the "gnustep" shell, right? e.g. you can type "plparse" or "defaults read" and it will exist, execute and work?

Projectcenter.exe Entry point not found

The procedure entry point __gxx__v0 could not be located in the dynamic link library c:\GNUstep\bin\libicuuc46.dll (this file is actually present)

Gorm doesn’t launch either but with different error message:

System error

The program can’t start because gnusetup-base-1_18.dll is missing from your computer.... (not actually present)


I fear that ProjectCenter and Gorm were not compiled against the same version of gnustep and mingw libraries you are running them against.
Did you try SystemPreferences?
Sadly, there are no other apps to test... ready packaged that is.
