How, I don't know yet I think defaults write GWorkspace NSUseRunningCopy YES should already do that. On the other hand, the logic behind NSUseRunningCopy might fail notice the other running instance in the same way that -[NSWorkspace launchApplication:showIcon:autolaunch:] does.
