Domain on-hold

This might has been asked several times, but could anyone tell me what is
the (average) time it takes until an "on-hold" domain goes free for
registration again? On the other hand, how can I determine when the status
of a domain changed to on-hold? Is there a domain-watch service that can do
tricks like that?
