.ca domain name reserved?

I just got another cancellation with the CIRA explanation that the domain name is already reserved.  Does that mean that CIRA processed a queued order for the same domain name before my customers order was processsed?  There is no whois response for it, so I am a bit confused at the moment.   -Philip
