AFAIK, if you place in the contract with the Registrant that you will levy
a fee for performing such administrative tasks as transfering away from
the Registrar, it is "legal".
IMHO, not particularly morally sound. They've got to protect their
interests, it's quite the competitive market. Which is what the DOC
wanted - how nice...
