Scott,

You should not be charging GST to customers that are located in the U.S.
The GST you pay is refunded against any remittances you do.

If you pay GST on domains purchased from OpenSRS, it does not mean you
should also charge GST to a U.S. Citizen or Business while they are located
outside of the country.

GST is only applicable to products or services that are bought and used in
Canada.  If you are exporting the ownership of a domain name to a U.S.
Citizen, then you should not charge GST to that U.S. Citizen.

However, if the U.S. Citizen bought a domain name, was staying in Toronto
for a year while they made use of it here, then they would have to pay GST
(and perhaps apply for a refund later).

If they are located outside of the country at the time of purchase, then
they don't need to pay the GST.

"exports-most goods and services taxable at 7% or 15% in Canada are
zero-rated when exported. "

Please call the government to clarify.
