Typically this feature is only used by the Registrar if the domain has
expired, or if the domain is unpaid for.  The latter does not fit into our
business model, however - we require payment from our resellers upfront,
and they should use every means possible to obtain payment from their
customers.

YES, we realize that there are stolen credit cards, and persons who will
charge back after X amount of time, in effect 'stealing' the domain name
from you.  For ANYONE who thinks that doesn't happen to US (and remember,
our minimums are $250 for client code, $500 deposit for 'QuickStart') is
sorely mistaken.
