I just tried this myself, and I got an error stating the domains can only be
registered for two years - that's when I submit the order.

You are correct that in the Verify stage this should be checked - even
though there IS a note near the reg_period dropdown that states .uk's are 2
years only (by default), we should be enforcing that with logic.
