We printed out the domain transfer guide. I'm having trouble understanding
Step 5. It seems to contradict itself. Can you clarify for me? Is there a
mistake?

As I read it the short form is:
- The reg. has 5 days to approve or decline. Assumed approved if no
response. If declined, wait 9 days before telling RSP.
*** should this be - if approved, wait 9 days? ***
- If approved or times out (assumed approved), registry updated, RSP
notified & RCU frozen.
*** Is the registry entry updated at 5 or at 9 days? What if done at 5
days but actually canceled, is it changed back again? ***
- If declined within the 5 days, RSP notified after 9 days. RCU released
back. 9 days wait is b/c if it times out, can't be sure that it has been
approved or the cancel order got delayed. If it was cancelled, but the
cancel order was not received, we risk telling RSP that it was aproved when
it really wasn't. REG never takes more than 9 days to process an approved
transfer, so wait 9 days before telling RSP that it was cancelled.

after 9 days? ***
