Cutoff for inclusion in root zone update

Anyone know, approximately or exactly, what the cutoff times
are for a change to be included in the next root zone update?

I'm curious about for both the inclusion of newly registered
domain and for changes to existing domains (i.e., switch from
one DNS server to another -- something that affects the zone
rather than just the registration like a contact change).
