I would venture to say you have a typo in your nameservers. One that
should be your ISP is one of these:
NS1.WEBPROVIDER.COM 209.143.154.70
NS2.WEBPROVIDER.COM 207.226.255.71
Their nameserver resolves unsuccessful queries to that IP. So their new
clients see that page.
