I have had to admit defeat over one such case just last week - shortly after
signing on with the host (Net*Ass), my customer was extremely unsatisfied
with their services and her site just sat dormant for months. But she didn't
know until she tried to renew / transfer with me that they had put
themselves as admin. We submitted 2 forms to NetSol to have her put as
admin, but I guess it was too close to expiry, because they never did it, so
we have been unable to transfer. She told me up front that she wasn't too
attached to the name, certainly not enough to ever want to deal with NetPass
again, or to pay NSI twice our fees, then still have to haggle with them for
the contact change.
The registrant *should* always have final say, but only if you're in good
standing with NSI, it seems. I'm sure there would have been no problem for
them to make the change had she paid them for another year.
Tech at OpenSRS told me they couldn't manually go thru the registrant
because "there is no circumstance where the owner of a valid domain can't
fix the Admin address." - That just sucks.
