we use Hurricane Electric, www.he.net
May not be the absolute cheapest deal out there but they are
comprtitive and have excellent service and I have not had one
complaint in 3 years about our sites being inaccessable.
you'll have to install the crypt mods yourself, but you have full
telnet access so its no problem.
