I don't think anyone disagrees with you about the need for 
domain-owners to retain control of their domains. But what if an RSP, 
with hundreds of customers and thousands of domains, changes its 
phone number? By default, they're listed as the tech contact unless 
the domain-owner changed them. Should the RSP be forced to request 
all their hundreds of customers to update their thousands of database 
entries simply because a phone number changed?

I'm in complete agreement with you, to a certain extent. RSP's should 
not change the domain information without the customer's consent, but 
within reason. If the system worked exactly like NSI's system, then 
this would be a no-brainer. The tech-contact would have a unique 
handle associated with it (RSP12312 or whatever), and the RSP who 
owned RSP12312 could simply change the information associated with 
THEIR record, which (by leaving it on the domain) the domain-owner 
has elected to use.

Since the system DOESN'T work that way, though, another method needs 
to be implemented to allow that type of change to take place.

On a similar note, the RSP should NEVER have to change the DNS 
servers. An RSP should simply change NS1.RSP.COM's IP address to 
something else (something they can easily do without customer 
intervention) and any references to NS1.RSP.COM should then change 
automatically. Again, that's not invading the domain-holder's "zone 
of control", that's an administrative issue they have chosen to 
accept by using the RSP's name-servers.
