I thought they were talking about actually using multi-byte gunk in 
domain names.

I want to know who has priority over skcgdjasdas.com... some int'l 
site whose name encodes that way, or the Society of Klingon Code Gods 
Jaded About Stupid Dogs And Squirrels (SKCGJASDAS).
