Paypal/X.com does not currently support businesses or users outside
the US. They are working on a way to do that, but it is difficult
because of US anti-money laundering laws. They are working on rolling
out an international service, but there is no time frame for it.
Remember, Paypal is not a merchant account provider, so what works for
a merchant account holder won't necessarily work that same. You don't
accept credit cards with paypal, paypal accepts deposits made with a
credit card, and then pays you out of the deposited money in the users
account.
I know it sounds like splitting hairs, but thats how it has to be to
stay legal.
