How about the following:

1. RSP A "sends" the domains to RSP B
2. RSP B "Accepts" the domains (no transaction yet)
3. User is sent an email "RSP A requested a transfer of your domain '...' to
RSP B. This will not effect your ownership... blah blah... this means...
etc... if you agree, press YES. If you do not understand this, press NO".
4. Notification to all parties.

I think the process must be safe but fast... I cannot really think of any
better than the above procedure.  IMHO the RSPs should be able to _initate_
the transaction without asking user permission, since if you transfer some
hundred domains from one account to another, it would be a pain to make
modification to each domain. Granting permission to an email is much easier.
