Yeah, but that's also a little vague:

"Demonstrate to Tucows how you will bind your clients to the .org.uk 
and .co.uk terms and conditions;"

How can I bind them at all? Force of will? ;-)  What kind of 
"demonstration" are they looking for. Merely something which says "I 
point them at this paperwork and tell them they must obey it"?  If 
so, that's fine, (but why not just say as much).

e.g., the com/net/org documentation was fairly clear on "say this, do 
this, put this on your web site, and the magic will happen", whereas 
the org/co.uk process seems a little more vague.
