Over quota?

Hi,

When our credits run out and a user tries to request a domain, it says "out
of quota"?
Shouldn't it allow the domain to go in the database at least? This is weird
because the user is just requesting the domain, and the system shouldn't
check the credits available at this point.

Could this be because we're using version pre 2.0?
