I find it funny that they are just now discussing this.
The .hm registry has been publicly selling names globally for 3 years.

They have a registrar program as well.  The registry.hm people are a
decent operation, really.  I had a problem with one of my .hm domains,
and got on the phone to their office in Australia and left a message
with one of their sales people.  My problem was resolved within 30
minutes, and they emailed me a rather nice apology and explanation.

I was impressed, better service than I get from some ccTLD registries.
