Domain Transfer Bug?

Hi, I attempted the transfer of 10 domains, three of which are not sending
the domain owner the approval form, nor will they on the resend, even
though the system says it does.

My question is hopefully, its just broke and not sending any emails to
anyone and especially not sending a domain tranfer request to the wrong
person...
