So it does not send to the others?  Shouldn't it send to all?  This would 
make more sense to me, so all contacts involved would be aware of the 
transfer.  This probably explains why a lot of our transfer requests 
never make it through.  The problem I see is that some ISPs register 
themselves as the tech/admin and the customer as the billing.. I think 
ultimately the billing contact should be the one that can make the 
change.  Furthermore, I was under the impression any "one" of the 
contacts could accept/deny any and all changes.  If it does not work this 
way, it presents some rather large problems in expediting transfers for 
potential clients.
