You didn't pay the CA registrar though.   You paid another company to do the
paperwork on your behalf.  The CA registrar has always, as far as I know,
indicated that they would be charging "Some time in the future" ... Until
now, .CA domains have been available at no charge, if you went directly to
the registrar.
