He can pre-register a .ca in the current OpenSRS system. If no one else gets
it before he does, then sometime shortly after November 1st, the .CA he
chose, will become registered to him.

Not unless he registers under the old UBC Registry rules, where he must own
a trademark, be federally incorporated, or have multiple offices in more
than one province (and show proof)

Yes, they are still free until November 1st. After November 1st, CIRA takes
over, and these domains must be pre-registered.
So it would basically work out this way:
1. October 3rd, register a .ab.ca name for free (under the old system, which
is still in effect until November 1st)
2. October 4th, pre-register this name with CIRA
3. November 1st, CIRA takes over.
